The importance of your Alien Registration Card
Foreign nationals who reside in Japan are required by law to apply for the alien registration certificate within a designated period of time after his/her entry to Japan. A certificate (gaikokujin torokusho) is issued to the applicant once the application process is completed. Non-Japanese residents who are 16 years old or older are required to carry this certificate at all times
Your Alien Registarion Card, or more commonly known in Japan as your "Gaikokujin Toroku" is an essential piece of self identification which recognizes your existance in Japan. With it, you are a know, registered memeber of the city or ward in which you reside. More importantly you are legally allowed to be in, and conduct yourself within Japan. With this in mind, it's very important that you keep this card with you and safe at all times. Even more important is keeping this card up to date and valid. It may seem a small thing to move apartments in the city but even within the same street, if your address has changed you must go and let the ward office know so your records can be updated.
Nagoya city offices
As you may or not be aware, Nagoya is made up of 16 different wards or in Japanese "Ku". When registering or adjusting any details regarding your Alien card, you will have to go to the ward in which belong or will belong. However, if you say move from "Naka-ku" to "Kita-Ku" you would go to the Kita-ku office , once to have to moved to register changes. there would be no need to go to the Naka-ku office to change address details.
The 16 wards are as followed: Naka, Nishi, Higashi, Minami, Nakamure, Chikusa, Kita, Nakagawa, Minato, Showa, Atsuta, Mizuho, Moriyama, Midori, Meito, Tenpaku
There is of course the Nagoya City hall, located in Naka-ku but you only need to go to your local ward office for registration and changes in details.
